The HOA owns the mailbox structure, but USPS is responsible for access to individual slots. If you have any issues with the lock on your mailbox, contact USPS:

Trash and recycling is collected every Wednesday. Cans should be retrieved by the end of the day Wednesday, or at the latest Thursday morning. If for some reason you're not able to bring them in, please reach out to a close neighbor and ask them to grab them for you.
In general, small changes (like new doorknobs or deadbolts) don't need any official approval. I'm OK with giant skull door knockers, but I'm guessing many others wouldn't be a fan, so probably best to avoid stuff like that :-)
For bigger jobs like paint, windows, roof replacement, as long as it's an update using the same or very similar styles and colors as the original, no approval is required; however, documenting the update is highly recommended so you don't run into any issues with future HOA board(s). A quick email summarizing the work, then you'll get a thumbs up reply for your records.
If you are planning to deviate from your original colors and/or style, details of the work should be sent for an official approval.
If you're not sure, it's always a safe bet to send a quick email for confirmation.
Yes*. It's open to all, but you can't "reserve" it or keep other neighbors from utilizing the space while you are having your event.
